FUTSAL Laws of the Game
Silverthorne Rec Center
● Teams are comprised of four outfield players and one goalkeeper.
● All players must wear shin guards. Guards must be covered by socks. Soccer flats (futsal shoes) are recommended but not required. Cleats are not permitted.
● All divisions will use a size 4 futsal ball.
● There are no throw-ins. A kick-in will be used to restart play. ● There are no offsides.
● Substitutions may occur at any time during the run of play. Substitutions MUST be made in the technical area in front of the team’s bench; not at half court.
● Direct free kick fouls are accumulated in each half. Beginning with a team’s 6th foul (and each foul after in the half), the opposing team will be awarded a direct free-kick from the spot of the foul or from the 10-meter mark.
● Rosters should be no fewer than 7 players with a maximum of 12 players on a team.
● Games will consist of two 25-minute halves (running clock). Halftime will be 3 minutes.
● Regular-season games will end in a draw if teams are tied. For postseason games, one 5-minute “golden goal” period will be played. If still tied, a penalty-kick shoot-out (3 kickers per team) will be played to determine the winning team.
● The visiting team will be listed first on the schedule and have the ball first to start the game. The home team will be listed second and have the ball to start the second half. Substitutions All substitutions are on the fly (including goalkeepers). A substitute may not enter the pitch/court until the replaced player leaves through the substitution zone in front of his team’s bench.
● The restarts Kick-offs: A goal can be scored directly from the kick-off. The ball is in play when it is kicked and clearly moves. All players (excluding the kicker) must be in their own half prior to the kick-off.
● The Kick-ins: are indirect kicks. The ball must be placed on the line and kicked within 4 seconds. A kick-in that goes directly into the opposing goal is a goal clearance for the opposing team. If the kick-in does not enter the pitch or if the kick is not taken within 4 seconds, the ball is turned over to the opposing team. Defenders must be at least 10 feet away from the kick-in spot.
● The Goal Clearances: There are no goal kicks in futsal. Clearances are awarded when the ball leaves the court beyond the end-line. The ball is thrown or rolled from any point within the penalty area by the goalkeeper of the defending team. The ball must be released within 4 seconds (either at referee signal or as goalkeeper is ready). Opponents must be outside the penalty area until the ball is released.
● The Corner Kicks: are direct. The ball must be placed in the corner arc area and the kick must be taken within 4 seconds. Defenders must be 15 feet away from the ball. If the kick is not taken within 4 seconds, then the restart becomes a goal clearance for the opposing team. Free Kicks: may be indirect or direct. The ball must be stationary before kick is taken.
● The Penalty Kicks: are taken from the penalty spot and must be taken by a clearly-identified player. Defenders may not be nearer to the ball than 15 feet and even or behind the ball when the kick is taken.
● The Fouls and Misconduct Indirect Free Kicks: are awarded when player a.) plays in a dangerous manner, b.) impedes an opponent, c.) prevents the goalkeeper from releasing the ball with their hands, d.) in goal takes more than 4 seconds to release the ball when in possession in their own half, e.) in goal plays the ball again within their own half after releasing the ball and the ball doesn’t touch an opponent first or has gone out of play, or f.) commits any offense for which play is stopped to caution or eject.
Direct Free Kicks: are awarded when a player a.) kicks an opponent, b.) tackles an opponent, c.) trips an opponent, d.) jumps at or charges an opponent, e.) strikes an opponent, f.) pushes an opponent, g.) holds an opponent, h.) spits at an opponent or i.) deliberately handles the ball.
● Yellow Card / Caution: The offending player is shown a yellow card. If a player receives two yellow cards in a match, they are shown a red card.
● Red Card / Send-off: The offending team plays with one less player for two minutes (unless the team with fewer players is scored upon before the two-minute penalty expires). The offending player serves a minimum one-match suspension.
● Accumulated Fouls: If one team accumulates 6 or more direct free kick fouls in one half, the opposing team will take a direct free kick without a wall. If the foul occurs farther from the attacking goal than the second penalty spot, the free kick is taken from the second penalty spot. If the foul occurs nearer to the attacking goal than the second penalty spot (but outside the penalty area), then the attacking team may choose whether to take the free kick from the second penalty spot OR the spot of the foul. All direct free kicks without a wall MUST be kicked with the intention of scoring a goal by a clearly identified kicker. The defending team may not be nearer to the ball than 15 feet and must be even or behind the ball when the kick is taken. The goalkeeper may be off the goal-line but may not be nearer than 15 feet from the ball. Accumulated fouls are reset to zero at the beginning of the second half.
● Penalty Spot: 5 yards (15 feet) from goal-line and the center of the goal and placed at the top of the penalty area line/arc. Second Penalty Spot: 10 yards (30 feet) from the goal-line and center of the goal.
● The Advantage: rule is applied in futsal. Direct free kick fouls will accumulate if advantage is applied even if play is not stopped. If the referee gestures with both arms, the foul was a direct free kick foul and will be counted accordingly. If the gesture is with one arm, the free kick would have been indirect and will not count as an accumulated foul.
● The Goalkeeper Must wear a different color shirt/jersey. May wear long pants and/or padding as deemed safe by the match referee. May receive a kick-in directly. May score directly with their feet during the run of play. May not possess the ball for more than 4 seconds in their own half. May throw or roll the ball beyond the half-way line on a goal clearance May not score a goal by using their hands (cannot throw or hit the ball directly into goal) Cannot touch the ball again in any way within their own half after releasing the ball into play unless an opponent has touched it or it has gone out of play. Can play the ball without limitations when the ball is in the opponents’ half of the court.
